CHAPTER I

Purpose, Scope, Basis, and Definitions

Purpose

Article 1 – (1) The purpose of this Regulation is to regulate the objectives, scope, governing bodies, and working principles and procedures of the Central Research Laboratory of Altınbaş University.

Scope

Article 2 – (1) This Regulation covers the provisions regarding the objectives, scope of activities, governing bodies, duties of governing bodies, and working methods of the Central Research Laboratory of Altınbaş University.

Basis

Article 3 – (1) This Regulation has been prepared based on the subparagraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law numbered 2547, dated 4/11/1981.

Definitions

Article 4 – (1) In this regulation;

a) University: Altınbaş University,

b) Rector: Rector of Altınbaş University,

c) Central Research Laboratory: Central Research Laboratory of Altınbaş University,

ç) Director: Director of the Central Research Laboratory,

d) Board of Directors: Board of Directors of the Central Research Laboratory,

e) Advisory Board: Advisory Board of the Central Research Laboratory.

CHAPTER II

Objectives and Activities of the Central Research Laboratory

Objectives of the Central Research Laboratory

Article 5 – (1) The objectives of the Central Research Laboratory are as follows:

a) To assist researchers in relevant departments of the University in carrying out their work in a suitable environment and to enhance the quality of scientific activities at the University.

b) To coordinate research laboratories within the University and ensure the interdepartmental sharing of R&D opportunities.

c) To continuously monitor technological advancements, ensure the development of laboratory equipment in accordance with current conditions, and increase the University's project execution potential.

d) To facilitate the production of interdisciplinary scientific and technological projects with public and private individuals and institutions.

e) To establish a working environment that allows collaboration with universities and research institutions both domestically and internationally, facilitating the execution of project studies supported by scientific research projects of the University in cooperation with relevant public institutions and organizations in Turkey and the European Union.

f) To collaborate with industrial organizations and other private and public institutions to provide analysis and interpretation of results aimed at solving their problems.

g) To contribute to the increase in national and international patents, utility model, and design registration documents by providing consultancy services on issues such as patents, license agreements, and technology transfer.

Activities of the Central Research Laboratory

Article 6 – (1) The activities of the Central Research Laboratory are as follows:

a) To fulfill, evaluate, and interpret analysis requests from universities, research centers, industry, public institutions, and third parties within the scope of work.

b) To establish laboratory, workshop, observation areas, and other facilities necessary for research within the scope of work; to ensure widespread and effective use of existing laboratories and similar facilities in various units of the University.

c) To work for the accreditation of laboratories.

d) To provide scientific opinions, consultancy, and similar services and prepare reports related to these services.

e) To organize training seminars, conferences, and similar scientific events.

CHAPTER III

Bodies and Duties of the Central Research Laboratory

Bodies of the Central Research Laboratory

Article 7 – (1) The bodies of the Central Research Laboratory are as follows:

a) Director

b) Board of Directors

c) Advisory Board

Director

Article 8 – (1) The Director is appointed by the Rector from among the academic members of the University for a term of three years related to the working area of the Central Research Laboratory. If the Director does not serve for more than six months, their term ends automatically. In case of resignation before the term expires, the Rector re-appoints the Director in the same manner. The Director is responsible for the regular conduct and development of the Center's activities.

(2) Among the teaching staff proposed by the Director, two individuals, one from the Faculty of Medicine, Pharmacy, Dentistry, or Faculty of Engineering and Natural Sciences of our University, are appointed as deputy directors by the Rector for assisting the Director. The duty of deputy directors is to assist the Director in their work. In meetings where the Director does not attend, the deputy director, to whom the Director has given authority, chairs. The term of acting as a director cannot exceed six months. When the Director's term ends, the terms of the deputy directors also end.

Duties and Powers of the Director

Article 9 – (1) The duties of the Director are as follows:

a) To represent the Central Research Laboratory and preside over the Board of Directors and Advisory Board.

b) To ensure that the work carried out in accordance with the objectives of the Central Research Laboratory is conducted regularly.

c) To prepare the activity report, work program for the next year, and budget proposal of the Central Research Laboratory.

ç) To take initiatives for the development of financial resources of the Central Research Laboratory and their optimal use.

d) To take and implement all kinds of measures for the efficient operation of equipment and facilities in the research and development units affiliated with the Center and to ensure their healthy operation.

Board of Directors

Article 10 – (1) The Board of Directors consists of 7 (seven) members, including the Director and Deputy Directors. Members other than the Director and deputy directors are appointed by the Rector for a term of three years from among the academic and administrative staff of Altınbaş University upon the proposal of the Director. In case a member fails to attend Board meetings for three consecutive times without justification, leaves office before the end of their term, or is assigned outside the University for more than six months, the Rector appoints a replacement in the same manner. Members whose term expires may be reappointed. The Board of Directors meets at least twice a year upon the invitation of the Director and makes decisions by a majority vote. In case of equality of votes, the decision is deemed to be made in the direction of the chairman's vote.

Duties and Powers of the Board of Directors

Article 11 – (1) The duties of the Board of Directors are as follows:

a) To make decisions regarding the activities and management of the Central Research Laboratory.

b) To submit to the Rector the annual activity report, work program for the next year, and budget proposal prepared by the Director.

c) To establish laboratory units and appoint their responsible persons upon the recommendation of the Director, in order to ensure the effective and orderly conduct of the activities of the Central Research Laboratory.

ç) To determine the basic principles of joint studies to be carried out with domestic and foreign organizations and monitor the processes.

d) To determine the principles regarding the documents to be given to participants in training programs organized by the Center.

e) To determine the principles regarding the analysis to be conducted in the Center and present them to the University Board of Directors.

f) To evaluate and make decisions on proposals received from the Advisory Board.

g) To fulfill other duties stipulated by relevant legislation.

Advisory Board

Article 12 – (1) The Advisory Board consists of 9 (nine) individuals who are recommended by the Director and Deputy Directors among internal or external persons, appointed and/or approved by the Rector, and who have scientific and technological research, application, or projects relevant to the objectives of the laboratories affiliated with the Center.

(2) The term of office of Advisory Board members is three years. A member whose term expires may be reappointed. The Director presides over the Advisory Board, and it convenes at least once a year upon the Director's call.

Duties of the Advisory Board

Article 13 – (1) The duties of the Advisory Board are as follows:

a) To propose any kind of recommendation regarding the functions of the Central Research Laboratory for enhancing the scientific and technological potential of the University, and to provide opinions to the Board of Directors on the measures to be taken and the practices to be implemented.

b) To evaluate the activities of the Central Research Laboratory and make suggestions.

c) To provide views and recommendations on collaboration and coordination between centers affiliated with other universities, industry, and relevant public institutions to facilitate the national and international connections of the Central Research Laboratory.

CHAPTER IV

Miscellaneous and Final Provisions

Functional Structure of the Central Research Laboratory

Article 14 – (1) The academic, administrative, and technical personnel needs of the Central Research Laboratory are met with personnel appointed by the Rector upon the proposal of the Director in accordance with Article 13 of Law No. 2547.

(2) The spending authority of the Central Research Laboratory belongs to the Rector. The Rector may delegate this authority to the Director.

(3) All kinds of equipment, tools, and supplies acquired or granted within the scope of research and services carried out based on the purpose of the Central Research Laboratory are used within the Central Research Laboratory.

(4) The University Board of Directors is authorized to decide whether fees will be charged for the use of equipment and supplies within the Central Research Laboratory by researchers outside the University or in postgraduate theses and research conducted within the University.

(5) The working principles and procedures of the units of the Central Research Laboratory are determined by the Senate.

Article 15 – At least three technicians with a bachelor's or master's degree, at least one personnel for administrative tasks, and at least one personnel for cleaning services are employed in the Central Research Laboratory.

Provision for Cases not Covered by the Regulation

Article 16 – (1) In cases not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation, as well as decisions of the University Board of Directors and the Senate, shall apply.

Entry into Force and Execution

Article 17 – (1) This Regulation enters into force on the date it is adopted by the University Senate.

(2) The provisions of this Regulation shall be executed by the Rector of Altınbaş University.

TEMPORARY ADDITIONAL ARTICLE:

Technicians currently employed in the university laboratories at the time this Regulation enters into force shall be transferred to the Central Research Laboratory independently of the positions defined in Article 15. Their activities related to educational activities conducted in various faculties will be coordinated with the faculty administrations, and their remaining research activities will be coordinated with the Central Research Laboratory Directorate.
